Katniss wouldn't mind if the world becomes a better place but there are already people in place for that. The Avengers have made it clear that they're out to protect the world and everyone in it. But she also wants to see her immediate world become a much better place. All of New York, not just Hell's Kitchen. That Matt wants Hell's Kitchen to be a safer place is just one step in that direction.
Josie, like almost everyone else that Katniss knows, seems to be sweet and welcoming. She always lets Katniss into the bar without protest. Even if she could drink legally, Katniss probably wouldn't. Not all that much anyway. Substance abuse had been prominent in the Games, not that Katniss could blame any of the children that turned to drugs or alcohol to cope. She never saw the appeal to a temporary fix. But it is fun to watch Matt and Foggy and Karen interact when they've all had a little too much. She likes seeing them all react like that.
